Volkswagen Osnabrück Plant Transitioned to Defense Manufacturing Under New Partnership

BERLIN / RankWire.AI / – Volkswagen AG signed an agreement to hand over its Osnabrück assembly plant to private equity group Aurelius Capital and the state government of Lower Saxony in a pivotal move to pivot unused automotive capacity toward European military production. As passenger car assembly winds down by mid-2027, the new ownership group plans to develop the 430,000-square-meter facility into a defense technology hub. In partnership with state-owned defense contractor Rafael Advanced Defense Systems, the repurposed site will fabricate air defense equipment and specialized vehicle components, establishing a model for European industrial transformation amid surging regional defense spending.

Under the joint ownership framework, Tel Aviv-based investment firm Aurelius Capital will assume a majority equity stake in the facility, while the state government of Lower Saxony, Volkswagen’s second-largest shareholder, will hold a minority interest. The initial focus of the reconfigured site involves a manufacturing partnership with state-owned Israeli defense contractor Rafael Advanced Defense Systems. The operational plans are centered on producing specialized systems and mechanical components for air defense infrastructure intended for procurement by Germany and other European allied nations.

This decision to repurpose the Osnabrück plant follows Volkswagen’s 2024 strategic choice to cease passenger vehicle assembly at the site by mid-2027, due to ongoing industrial overcapacity. According to statements from the factory works council, the defense manufacturing agreement aims to preserve about 1,200 specialized technical roles at the facility. Israel Aurelius German state will oversee VWs Osnabrueck plant defense projects as European vehicle manufacturers explore alternative industrial conversions to manage excess manufacturing capacity.

Executives at the Wolfsburg-based automaker emphasized that the sale aligns with broader efficiency initiatives aimed at streamlining European operations. Volkswagen AG CEO Oliver Blume explained that this transaction creates a sustainable industrial outlook for the Osnabrück facility, while also fulfilling the company’s commitments to the regional workforce. Representatives from Aurelius Capital, led by Managing Director Tomer Jacob, highlighted that the plant’s precision manufacturing capabilities and skilled technical staff make it suitable for advanced defense production.

This restructuring occurs amid broader economic challenges faced by traditional European automakers, including declining demand for battery-electric vehicles, high domestic energy costs, and increased international market competition. Labor union representatives from IG Metall acknowledged that converting civil automotive lines into defense manufacturing offers essential long-term job security for regional workers, especially after months of employment uncertainty.

European Vehicle Production Overcapacity Drives Corporate Restructuring

The deal is still subject to final contractual agreements, approval from relevant corporate supervisory boards, and regulatory clearance from German antitrust authorities. Details regarding the purchase price, overall valuation, and specific equity shares between Aurelius Capital and the Lower Saxony government have not been publicly disclosed.

Industry analysts in the defense sector underscore that redirecting automotive manufacturing capacity toward military hardware aligns with rising defense budgets across NATO countries in Europe. Regulatory agencies and oversight committees will monitor compliance filings and transitional production goals as Volkswagen prepares to phase out vehicle assembly before the official handover. Official updates on corporate approvals and site conversions will be provided through regulatory disclosures.
